This article presents a Hybrid Artificial Bee Colony for uncapacitated examination timetabling. The ABC algorithm is a recent metaheuristic population-based algorithm that belongs to the Swarm Intelligence technique. Examination timetabling is a hard combinatorial optimization problem of assigning examinations to timeslots based on the given hard and soft constraints. The proposed hybridization comes in two phases: the first phase hybridized a simple local search technique as a local refinement process within the employed bee operator of the original ABC, while the (...) second phase involves the replacement of the scout bee operator with the random consideration concept of harmony search algorithm. The former is to empower the exploitation capability of ABC, whereas the latter is used to control the diversity of the solution search space. The HABC is evaluated using a benchmark dataset defined by Carter, including 12 problem instances. The results show that the HABC is better than exiting ABC techniques and competes well with other techniques from the literature. (shrink)

There are few examples in the literature of objective measures for the assessment of donor willingness. The author describes the scoring system in use at his own renal transplant unit which has brought objectivity to the process of determining the willingness of living related donors. In this system, a total score to determine the degree of willingness or unwillingness is calculated based on responses to a series of questions. The author believes that with minor modifications this system could be implemented (...) by transplant units in different countries and cultures to screen out donors who are acting under duress. It is often argued that oppression reduces freedom. I argue against the view that oppression is wrong because it reduces freedom. Conceiving oppression as wrong because it reduces freedom is at odds with recognizing structural cases of oppression, because (a) many cases of oppression, including many structural ones, do not reduce agents’ freedom, and (b) the type of freedom reduction involved in many structural instances of oppression is not morally objectionable. If the mechanisms of oppression are sometimes indistinguishable from benign, (...) or even ineluctable, processes of social shaping, arguments that oppression is objectionably freedom-reducing risk implausibly suggesting that socialization itself is objectionably freedom-reducing. I show how three strategies for explaining how oppression reduces freedom either fall into the trap of overgenerality, or end up appealing to values other than freedom to avoid it. I conclude by suggesting that oppression might be better thought of as an affront to equality. (shrink)

Decolonizing Universalism develops a genuinely anti-imperialist feminism. Against relativism/universalism debates that ask feminists to either reject normativity or reduce feminism to a Western conceit, Khader's nonideal universalism rediscovers the normative core of feminism in opposition to sexist oppression and reimagines the role of moral ideals in transnational feminist praxis.

Feminist socially constitutive conceptions of autonomy make the presence of idealized social conditions necessary for autonomy. I argue that such conceptions cannot, when applied under nonideal conditions, play two key feminist theoretical roles for autonomy: the roles of anti-oppressive character ideal and paternalism-limiting concept. Instead, they prescribe action that reinforces oppression. Treated as character ideals, socially constitutive conceptions of autonomy ask agents living under nonideal ones to engage in self-harm or self-subordination. Moreover, conceptions of autonomy that make idealized social conditions (...) a requirement of autonomy yield the conclusion that oppressed agents are appropriate objects of paternalism. (shrink)

Critics argue that adaptive preference theorists misrepresent oppressed people's reasons for perpetuating their oppression. According to critics, AP theorists assume that people who adapt their preferences to unjust conditions lack the psychic capacities that would allow them to develop their own normative perspectives and/or form appropriate values. The misrepresentation is morally problematic, because it promotes unjustified paternalism and perpetuates colonial stereotypes of third‐world women. I argue that we can imagine a conception of AP that is consistent with acknowledging agency in (...) people who perpetuate their oppression. I offer a weak perfectionist conception of AP that is consistent with recognising agentic capacities in the oppressed. On my conception, APs are preferences incompatible with an agent's basic wellbeing that formed under unjust conditions — and that an agent would reverse upon exposure to better conditions. My conception encourages respectful treatment of the oppressed without requiring us to abandon the feminist political goals the notion of AP is meant to serve. It helps us identify real‐world preferences that are problematically adapted to oppressive conditions and offers an account of why they seem not to be women's ‘true preferences’. (shrink)

Feminist, and other liberatory, moral and political philosophies are widely understood as nonideal theories. But if feminism is just a set of first-order normative commitments, it is unclear why it should produce action-guiding philosophy. I argue that feminist philosophy characteristically takes oppressive salience idealization (OSI) to undermine the means-end consistency of normative theories. OSI involves characterizing the world in ways that give undue weight to the interests and perspectives of the dominant. Our ability to respond to the normative problems our (...) actual world faces us with is undermined by OSI, especially at the levels of problem-framing and selection. (shrink)

This paper elaborates and renders explicit some of the views about political philosophical methodology that underlie the author’s arguments in Decolonizing Universalism: A Transnational Feminist Ethic. It shows how the author’s stances on autonomy, individualism, intersectionality, human rights, the coloniality of gender, and the oppression of genders besides man and woman grow out of a commitment to scrutinizing our normative views in light of transnational criticism and empirical information from the qualitative social sciences.

I argue that postcolonial feminist critiques draw our attention to four phenomena that are easily confused with what I call ?paradigmatic adaptive preference? ? and that the ability to distinguish these phenomena can improve the quality of development interventions. An individual has paradigmatic adaptive preferences (APs) if she perpetuates injustice against herself because her normative worldview is nearly completely distorted. The four look-alike phenomena postcolonial feminist critics help us identify are (a) APs caused by selective value distortion (SAPs), (b) APs (...) caused by forced tradeoffs (TAPs), (c) APs caused by misperceptions of the facts (MAPs), and (d) wellbeing-compatible preferences that are misunderstood because of a lack of cultural or contextual knowledge. The first three, I argue, are non-paradigmatic forms of AP that have gone previously unrecognized and that we need to expand our conceptual vocabulary to describe; the last is not a form of AP at all. Development practitioners can grapple more seriously with the real-world complexities of moral psychology and cross-cultural moral judgments if they are capable of distinguishing paradigmatic AP from the look-alike phenomena. I argue that the epistemological virtues of concrete thinking, self-transparency, and narrative understanding developed by care ethicists can help international development practitioners combat their own temptations to engage in “unconscious unjustified paternalism” (UUP). I develop the concept of UUP—a type of paternalism in which one party unjustifiably substitutes her judgment for another's because of difficulty distinguishing her desires for the other from the other's good. I show that the temptation to UUP is endemic to development and that care ethics contains (...) virtues for combating it. ABSTRACT This symposium brings together commentaries on Serene J. Khader’s Decolonizing Universalism: A Transnational Feminist Ethic from Linda Martín Alcoff, Sunaina Arya, and Olúfẹ'mi O. Táíwò with a reply from Khader. Khader’s book aims to develop a conception of feminism that is both universalist and anti-imperialist. Central to this feminism are (a) the idea that the normative core of feminism is opposition to sexist oppression and (b) the idea that the role of normative concepts in transnational feminist (...) praxis is a justice-enhancing, or nonideal theoretical, one. Khader resists the universalism/relativism framing of debates in global feminisms and argues that opposition to sexist oppression can be detached from the values and social ontology of what she calls ‘Enlightenment liberalism’. She asks whether the values that are most often accused of being vehicles for Western imperialism, namely autonomy, individualism, and gender role eliminativism, are necessary for feminism at all. Critics of transnational commercial surrogacy frequently call our attention to the race, class, and cultural background of surrogates in the global South. Consider the following sampling from the critics: "the women having babies for rich Westerners have been pimped by their husbands and are powerless to resist" (Bindel 2011); our "rules of decency seem to differ when the women in question are living in abject poverty half a world away" (Warner 2008); and we should worry that "women of color are (...) easier to commodify" (Smerdon 2008, 51-52). The “fathers’ rights” movement represents policies that undermine women's reproductive autonomy as furthering the cause of gender equality. Khader argues that this movement exploits two general weaknesses of equality claims identified by Luce Irigaray. She shows that Irigaray criticizes equality claims for their appeal to a genderneutral universal subject and for their acceptance of our existing symbolic repertoire. This article examines how the plaintiffs’ rhetoric in two contemporary “fathers’ rights” court cases takes advantage of these weaknesses.

This paper morally evaluates the phenomenon Sylvia Chant calls "the feminization of responsibility," wherein women's unrecognized labor subsidizes international development while men retain or increase their power over women. I argue that development policies that feminize responsibility are incompatible with justice in two ways. First, such policies involve Northerners extracting unpaid labor from women in the global South. Northerners are obligated to provide development assistance, but they are transferring the labor of providing it onto women in the global South and (...) expecting them to do it for free. Second, development policies that feminize responsibility increase women's exposure to sexist domination. These two problems are present irrespective of whether policies that feminize responsibility improve women's basic well-being. (shrink)

I argue that capabilities approaches are useful in formulating a political theory that takes seriously the needs of persons with severe cognitive disabilities (PSCD). I establish three adequacy criteria for theories of justice that take seriously the needs of PSCD: A) understanding PSCD as oppressed, B) positing a single standard of what is owed to PSCD abled individuals, and C) concern with flourishing as well as political liberty. I claim that conceiving valued capabilities as the end of social distribution may (...) help a political theory to meet these criteria.I posit three further adequacy criteria: D) refusing to see PSCD as less than human, E) valuing moral powers other than practical reason, and F) securing space for care and dependency relationships. I show that how well Elizabeth Anderson and Martha Nussbaum’s capabilities approaches meet these criteria depends on their divergent conceptions of what capabilities are for. I sketch another capabilities approach that might better meet the three latter criteria (inspired by Lawrence Becker and Eva Kittay’s work), that conceives capabilities as for agency and relationship. In a world where paid work is touted as a development panacea, empowering women has started to look a lot like burdening them. I argue here that this burdening of women is a predictable result of the conception of empowerment as choice or agency. Dominant conceptions of empowerment characterize empowerment as the increase in a person’s ability to do what they choose. Yet conditions of gender equality and poverty structure women’s options such that choosing, doing, and doing more are often (...) both women’s best option and modes of disempowerment. Seeing the way increased agency can be disempowering requires shifting away from the view that social structures disempower by constraining individual agency. We instead need a conception of power as a constraint on individual action to a conception of power as structuring the field of available actions in ways that affect the relative position of social groups. Through a discussion of the gender division of labor and the feminization of responsibility, I argue that a more feminist conception of empowerment will weaken the link between empowerment and individual agency. This paper discusses Diana Meyers's book in light of postcolonial feminist insights. It argues that though Meyers's defense of empathy is admirably sensitive to the ways philosophical concepts and popular discourses can undermine our empathetic capacities, building a human rights culture requires attention to the relational and distributional dimensions of empathy. Meyers's criticism of the expectation of moral purity from victims attests to the richness of her work on agency and helps dismantle unduly narrow conceptions of who counts as a (...) victim of a human rights violation. Meyers's argument for empathy over sympathy is especially useful for understanding culturally encoded forms of degradation. However, human rights violations are caused not only by empathy deficits; they are caused also by empathy excesses toward some people and savior mentalities that can coexist with empathy. Empathy should be supplemented by a political analysis that helps us identify the causes of global injustice. (shrink)

Arguably the most prolific and most widely read philosopher of our time, Slavoj Zizek has made indelible interventions into many disciplines of the so-called human sciences that have transformed the terms of discussion in these fields. Although his work has been the subject of many volumes of searching criticism and commentary, there is no assessment to date of the value of his work for the development of these disciplines. _Zizek Now_ brings together distinguished critics to explore the utility and far-ranging (...) implications of Zizek's thought and provide an evaluation of the difference his work makes or promises to make in their chosen fields. Global and transnational feminist praxis has long faced a seemingly inexorable dilemma. Universalism is often charged with causing feminist complicity in imperialism. In spite of this, it seems clear that feminists should not embrace relativism; feminism is, after all, a view about how certain types of treatment based on gender are wrong. This article clears the path for an anti-imperialist feminist universalism by showing how feminist complicity in imperialism is not caused by the fact of having universalist normative commitments. I call “missionary feminism” stems more from ethnocentrism, justice monism, and idealizing and moralizing ways of seeing that associate Western culture with morality than from universalism about the value of gender justice. In this article, I examine Slavoj Žižek’s Freudian-Hegelian interpretation of Mary Shelley’s Frankenstein: or the Modern Prometheus (1818), and argue that Žižek’s critique of Shelley’s ambiguous and contradictory attitude toward the French Revolution and its regime of terror remains central to the debates about the revolutionary and Enlightenment ideals today. For Žižek, Shelley employs the family myth not only to obfuscate the social reality of the French Revolution, but also to subvert the bourgeois family from within, through its transgressive sexual (...) politics. Although Shelley manages not simply to dismantle modernity, she expresses a radical commitment to a “pure Enlightenment subjectivity”. Nonetheless, Shelley fails to articulate the speculative identity of the Enlightenment and revolutionary terror. Žižek’s analysis of Shelley’s ambiguous position on emancipatory politics has major implications for his critique of Leftist debates about Muslim refugees in Europe and transgender sexuality. It is still urgent, Žižek correctly insists, to interrogate the ways in which identity politics and the human rights regime can be readily appropriated and commodified in late capitalism. (shrink)

Development ethicists see reducing intrahousehold gender inequality as an important policy aim. However, it is unclear that a minimalist cross-cultural consensus can be formed around this goal. Inequality on its own may not bring women beneath a minimal welfare threshold. Further, adherents of complementarian metaphysical doctrines may view attempts to reduce intrahousehold inequality as attacks on their worldviews. Complicating the justificatory task is the fact that familiar arguments against intrahousehold inequality, including those from agency and self-esteem, depart from premises that (...) complementarians reject—premises about the value of independence or the moral irrelevance of gender. I propose that development ethicists should offer complementarianism-compatible arguments against the norms and practices constitutive of intrahousehold inequality. I develop arguments against two intrahousehold inequality-supportive practices that depart from complementarian premises. Specifically, I argue that patriarchal risk and gender schemas that devalue women's labor prevent men from discharging complementarian duties to promote women's welfare. (shrink)

Anders ausgedrückt: Gibt es eine normative Position, die eine gründliche Kritik des Imperialismus ermöglicht, ohne in sexistischen oder patriarchalen Apologetismus zu verfallen? In diesem Buch entwickle ich eine solche Position. This article revisits the controversy over the Slovenian philosopher Slavoj Žižek’s sympathetic, yet critical and provocative, views on Islam and fundamentalist terrorism as developed in his ‘A Glance on the Archives of Islam.’ Žižek, I argue, offers an original reading of the universality of Islam and its political potentiality, by reactualizing the originary impulse in Hegel’s dialectical analysis of Islam as endogenous to the series of monotheistic religions, without falling into the trap of either Hegel’s racist Orientalist, Eurocentric, and Islamophobic (...) views about Islam or their antithetical Islamocentric views. First, I show that Žižek rejects Hegel’s emphasis on both Islam’s temporal incongruity and the Islamic unique conception of an abstract and transcendent God. Instead, Žižek reloads Hegel’s dialectical views and manages to resolve the deadlock in Hegel’s approach to Islam that could not account for the universality of Islam. Second, I draw out the political aspect of Žižek’s philosophical analysis of Islam, by examining his claim that Islam is the most politicized religion today. Grounding the emergence of political Islam in the encroachment of modernization project on the Islamicate world, he notes the ambiguity about sacrifice (martyrdom and terrorism) in Islam and attributes the rise of Islamic extremism (violence) to the contradictions and impasses of the global capitalist system. ABSTRACT I discuss the issues raised by Alcoff, Arya, and Táíwò in their responses to Decolonizing Universalism: A Transnational Feminist Ethic. I pay special attention to a fact I think all nonideal theorists, particularly ones who care about reducing oppression, must take seriously: the fact that oppression characteristically faces its victims with tradeoffs such that attempts to advance their interests usually come with significant costs. I discuss how this fact bears on the situations of poor women and those oppressed by (...) sexism and imperialism simultaneously. I also discuss how the nonideal universalist perspective I develop in Decolonizing Universalism supports criticism of neoliberalism, how it takes seriously concerns about the locus of enunciation in Latin American decolonial theory, how it supports transnational solidarities, and its upshots for thinking the relationships between feminism, culture, and modernity. Background The use of lengthy, detailed, and complex informed consent forms is of paramount concern in biomedical research as it may not truly promote the rights and interests of research participants. The extent of information in ICFs has been the subject of debates for decades; however, no clear guidance is given. Thus, the objective of this study was to determine the perspectives of research participants about the type and extent of information they need when they are invited to participate in (...) biomedical research. Methods This multi-center, cross-sectional, descriptive survey was conducted at 54 study sites in seven Asia-Pacific countries. A modified Likert-scale questionnaire was used to determine the importance of each element in the ICF among research participants of a biomedical study, with an anchored rating scale from 1 to 5. Results Of the 2484 questionnaires distributed, 2113 were returned. The majority of respondents considered most elements required in the ICF to be ‘moderately important’ to ‘very important’ for their decision making. Major foreseeable risk, direct benefit, and common adverse effects of the intervention were considered to be of most concerned elements in the ICF. Conclusions Research participants would like to be informed of the ICF elements required by ethical guidelines and regulations; however, the importance of each element varied, e.g., risk and benefit associated with research participants were considered to be more important than the general nature or technical details of research. Using a participant-oriented approach by providing more details of the participant-interested elements while avoiding unnecessarily lengthy details of other less important elements would enhance the quality of the ICF. This research focuses on students' online purchase intentions in Pakistan toward different products available for sale on numerous e-business websites. This study's main objective is to determine which methodology is better to enhance customer online purchase intention. It also aims to discover how to improve perceived benefits and lower perceived risks associated with any available online product and entrepreneurship. AMOS 24 has been used to deal with the mediation in study design with bootstrap methodology. The study was conducted on 250 (...) students from different educational institutes in Pakistan using a simple random sampling technique. A finding of this study suggests that both methods positively impact online purchase intention of consumers and sustainable digital economy. But social media advertisement is more effective through enhancing the perceived benefits of products. In contrast, product content factors are more effective at lowering the perceived risks associated with available online products. (shrink)

This piece contextualizes a discussion by liminal feminists on the identifiers ‘women of color’ and ‘Third World women’ that emerged from some uncomfortable and constructive conversations at the 2015 FEAST conference. I focus on concerns of marginalization and gatekeeping that are far too often reiterated within the uneasy racial dynamics among feminist philosophers.
